INTRODUCTION With the U.S. economic recovery and ease the debt crisis in Europe, more experience and knowledge in risk analysis and crisis response would be summarized. It is very important for emerging economies to avoid the same risk and crisis. Meanwhile, the changing world always is uncertain. Various risks exist everywhere, endless crises always happen. Risk and development are coexisting. The world needs more intelligent technologies to analyze risks and govern crises in high-efficiency and low-cost. RACR provides a unique international forum to discuss these issues from a scientific and technical point of view and also in terms of management, services or usages. RACR, launched by the Risk Analysis Council of China Association for Disaster Prevention in 2007 and taken over by SRA-China since 2011, is a series of biennial international conferences on risk analysis, crisis response, and disaster prevention for specialists and stakeholders. RACR-2015 in Tangier, Morocco, will be the fifth conference in these series, following the successful RACR-2007 in Shanghai (China), RACR-2009 in Beijing (China), RACR-2011 in Laredo (USA) and RACR-2013 in Istanbul (Turkey). Tangier is the white city between the Mediterranean and the Atlantic, where the Mediterranean Sea meets the Atlantic Ocean off Cape Spartel, it is the Economic Capital of the north of Morocco. The history of Tangier is very rich due to the historical presence of many civilizations and cultures starting from the 5th century BC. Between the period of being a Berber settlement and then a Phoenician town to the independence era around the 1950s, Tangier was a refuge for many cultures. In 1923, Tangier was considered as having international status by foreign colonial powers, and became a destination for many European and American diplomats, spies, writers and businessmen. Tangier has always fascinated artists. Eugène Delacroix, Henri Matisse, Paul Bowles, Tennessee Williams, Jean Genet… the list can be continued. Tangier retains its powerful charm to this day… • Africa’s 1th largest container Port • Key point in Africa to Europe • International airport RACR 2015 will be hosted by National School of Applied Sciences of Abdelmalek Essaadi University, which is the first school of engineering in north of Morocco. Abdelmalek Essaadi University, created in 1989, stays the first university in the north of Morocco. The conference Venue is at Grand Mogador Tangier Hotel, a 5 star hotel. The hotel has the capacity to hold any type of convention and/or exhibition, which is equipped with the most updated communication systems and is regarded as a very attractive and successful venue for many international scientific conferences.
CONFERENCE TOPICS
CALL FOR PAPER Full papers within 6 pages (A4) are invited for submission in any of the fields listed on CONFERENCE TOPICS. We strongly recommend electronic submission. Manuscripts will be reviewed by the Program Committee in accordance with standard practice and the criteria for the conference. All submissions MUST be submitted in English. The abstract should be no more than 300 words.
PROCEEDINS All accepted papers will be included in the proceedings of RACR 2015 as a printed book titled " Emerging Economies, Risk and Development, and Intelligent Technology" to be published by CRC Press, in USA, who shall to the best of its ability facilitate to have the papers indexed in EI. The proceedings of RACR-2013 were indexed by EI after publishing only 4 months.
SPECIAL ISSUES The best papers (in extended version and a little change in title) will be selected for publication in special issues of the international journals. Only submissions that cited the papers published in SRA-China’s official journal JRACR (http://www.atlantis-press.com/publications/jracr) could be recommended.
DEADLINES
According to MEMORANDUM OF AGREEMENT FOR EDITORS OF CAMERA-READY PROCEEDINGS, SRA-China must deliver to the Publisher the complete and original camera-ready manuscript with the exception of the title pages and the page numbers and accompanied by appropriate illustrative material and instructional aids before February 6, 2015.
REGISTRATION
The registration covers all session's attendances, proceedings, a banquet, a cocktail, 3-day lunches, and all coffee breaks.
BEST PAPER AWARD Two "Best Paper Award" and one "Best Student Paper Award" will be conferred to the author(s) of a full paper presented at the conference, selected by the Program/Conference Chairs based on the best combined marks of paper reviewing, assessed by the Program Committee, and paper presentation quality, assessed by session chairs at the conference venue. The "Best Student Paper Award" will be given to a paper in which the first author is a registered MSc or PhD student. An awarded paper will be entitled to: 1. A signed official award certificate; 2. Sponsored by SRA-China, 350 Euro cash award each "Best Paper Award" and 300 Euro to "Best Student Paper Award". 3. Invited for an extended and revised version publication in SRA-China’s official journal JRACR. The papers submitted by Program/Conference Chairs and the invited speakers supported by RACR-2015 do not participate in awards.
