The current conflict in Ukraine has reiterated that civil unrest and violence have lasting and widespread consequences in social harmony, local economics, homeland security, and military preparedness. Resilience, defined as the ability of a system to recover from disruptions and adapt to evolving threats, remains a nascent field in the context of infrastructure management. This event will focus on how nations can build layered, adaptive infrastructure systems capable of resisting, absorbing, and recovering from disruptions caused by kinetic attacks, hybrid threats, cyber incursions, and cascading network failures.
The workshop will explore stress testing frameworks, real-time threat monitoring, and risk analytics tools that support mission continuity and coordinated civil-military responses. Participants will discuss best practices for integrating machine learning, digital twins, and system-of-systems modeling into NATO-aligned infrastructure decision-making. Case studies from Ukraine and the Baltic region will be used to identify strengths, weaknesses, and areas of opportunity.
The workshop will contribute to a collective volume on infrastructure resilience and conflict.
